To Divert or Not To Divert: The Impact of TIFs on Chicago Public ...

State and local governments are being forced to strike a difficult balance between generating revenue, spurring economic growth, and spending money on essential government programs. In the City of Chicago, where the public school system and other taxing jurisdictions are coping with large budget deficits, much attention and criticism has been focused on a particular economic development tool: tax increment financing (TIF). A December 2011 report by the University of Illinois Labor Education Program, ?Tax Increment Financing and Chicago Public Schools: A New Approach to Comprehending a Complex Relationship? addresses the intensified debate on this polarizing topic.

When a TIF is established, the City creates a ?baseline? property value: property taxes on this baseline amount continue accruing to the City while taxes on increases in property values above the baseline go to the TIF district to fund economic development and the elimination of blight.

Because of this devotion of a portion of property taxes to TIF districts, TIFs have increasingly come under attack by the Chicago Teachers Union for, allegedly, sucking money away from schools, which also rely on property taxes. Authors Robert Bruno and Alison Dickson Quesada set out to determine whether TIF districts ?take money away from Chicago Public Schools? [or have] had no or limited financial impact on the school district.?

In the end, the authors reject these conflicting arguments in favor of an alternative, middle-of-the-road response.

Bruno and Quesada present three points which purportedly show that TIF districts divert money away from public schools.

First, in the 162 TIF districts in Chicago, $510 million was collected in the 2010 tax year. This compares to the $700 million shortfall in the budget of Chicago Public Schools (CPS). However, the authors note that if the CPS had been able to extend its financing to the growth of property values within TIF districts, it would have collected only $267 million extra in 2010. Second, local taxing districts lose revenue because Chicago does not adjust baseline values for inflation. Finally, they argue that much of the economic development within Chicago TIF districts, particularly in the Loop, would have occurred even without the TIF subsidy. Thus, TIF funds might have been better utilized plugging the CPS budget deficit.

However, tax increment financing is not all bad for Chicago Public Schools. The report shows that TIFs provided more than $813 million for CPS capital improvement projects. The authors also note that CPS?s ability to raise revenue might be limited by law. Additionally, ?studies have shown that state aid appears to equalize CPS for their loss in property tax revenues due to TIF.?

The report concludes with a discussion of best practices for tax increment financing. For example, Bruno and Quesada note that 11 states allow overlapping jurisdictions the power to opt out of TIF districts and retain some percentage of otherwise ?lost? taxes for themselves. Finally, the report suggests that new construction within TIF districts should be calculated and publicized for transparency.

For a school system with a $700 million budget deficit, any lost revenue is important. While TIF districts don?t ?take? money away from CPS, they do divert some funds from the system.

Amazon founder locates Apollo 11 rockets

Jeff Bezos, the dot-com billionaire, announced that he has located the booster rockets that lifted the first moon mission into space at the bottom of the Atlantic ocean. ?He hopes to raise one or both to the surface.

For more than four decades, the powerful engines that helped boost the Apollo 11 mission to the moon have rested in the Atlantic. Now Internet billionaire and space enthusiast Jeff Bezos wants to raise at least one of them to the surface.

An undersea expedition spearheaded by Bezos used sonar to find what he said were the F-1 engines located 14,000 feet deep. In an online announcement Wednesday, the Amazon.com CEO and founder said he is drawing up plans to recover the sunken engines, part of the mighty Saturn V rocket that launched Neil Armstrong, Buzz Aldrin and Michael Collins on their moon mission.

The five engines, which produced nearly 7.7 million pounds of thrust, dropped into the sea as planned minutes after liftoff in 1969. Four days later, Armstrong and Aldrin walked on the moon.

"We don't know yet what condition these engines might be in," he wrote. "They hit the ocean at high velocity and have been in salt water for more than 40 years. On the other hand, they're made of tough stuff, so we'll see."

Bezos acknowledged the engines were the property of NASA, but said he hoped they will be displayed in museums.

NASA expressed excitement about the find. The space agency said it has not been formally contacted by Bezos and waited for more information.

"There has always been great interest in artifacts from the early days of space exploration and his announcement only adds to the enthusiasm of those interested in NASA's history," NASA spokesman Bob Jacobs said in a statement.

No timetable has been set for the recovery. When it happens, it'll undoubtedly take longer to hoist the 19-foot engines off the sea floor than the 2 1/2 minutes it took for them to power off the launch pad.

The sea floor is littered with spent rockets and flight parts from missions dating back to the dawn of the Space Age and it's unknown what survived decades later after crashing into the ocean.

In 2009, a private company salvaged Gus Grissom's Mercury capsule that accidentally sank in the Atlantic after splashdown in 1961. It was restored and displayed at the Kansas Cosmosphere and Space Center.

Bezos' planned Apollo recovery is the latest deep-sea adventure by the wealthy. "Avatar" director James Cameron over the weekend rode a mini-sub to Earth's deepest spot in the western Pacific Ocean, seven miles below the surface, which he described as an alien world. Sir Richard Branson plans a similar dive to the deepest part of the Atlantic, the Puerto Rican trench, later this year.

Bezos was 5 years old when he watched the moon landing on television and became hooked on getting to space. NASA "sure inspired me, and with this endeavor, maybe we can inspire a few more youth to invent and explore," he wrote.

It was not immediately clear when Bezos' team spotted the Apollo engines. Bezos offered few details about the discovery and did not say how he knew the engines were from Apollo 11. The cost of the recovery was not disclosed, but Bezos said it will be done with private funds.

Amazon spokesman Drew Herdener said Bezos was not available for comment.

Bezos' Blue Origin has been developing a vertical takeoff and landing rocketship that would fly passengers to suborbital space. It has NASA funding to compete to go into orbit as a space taxi now that the space shuttle fleet is retired.

Last year, a test flight went awry when the vehicle became unstable at 45,000 feet and crashed.

Given this, I say that the only possible course of action is for my client to be found not chargeable for any breach of law. The so-called "shoot-first-be-exonerated later" law.

Furthermore he deserves to receive profuse and full apologies for any suggestion that just because there is audio of his 911 call in which he clearly mutters the words "fucking coons" immediately before shooting to death a 17-year-old African-American boy -- he was in any way motivated by racist beliefs. He is an American hero in the same vein as Rush Limbaugh, Glenn Beck, Sean Hannity and Michael Savage -- and he fully deserves to be given his own regular prime-time TV show on Fox News.

He is a gentle man who simply tried to protect his neighborhood from the dark side of life. One day -- when George Zimmerman has been exonerated of these fallacious liberal media smears -- he will be seen as a great American hero. In the vein of other patriots such as the great Oliver North... G. Gordon Liddy... Mark Fuhrman, who were all also once willfully accused of misdeeds only to be exonerated and given their own radio and TV shows.

Capsule for removing radioactive contamination from milk, fruit juices, other beverages

ScienceDaily (Mar. 27, 2012) ? Amid concerns about possible terrorist attacks with nuclear materials, and fresh memories of environmental contamination from the 2011 Fukushima Daiichi nuclear disaster in Japan, scientists have described the development of a capsule that can be dropped into water, milk, fruit juices and other foods to remove more than a dozen radioactive substances.

In a presentation at the 243rd National Meeting & Exposition of the American Chemical Society (ACS), they said the technology could be used on a large scale by food processors or packaged into a small capsule that consumers at the home-kitchen level could pop into beverage containers to make them safe for consumption.

"We repurposed and repackaged for radioactive decontamination of water and beverages a tried-and-true process that originally was developed to mine the oceans for uranium and remove uranium and heavy metals from heavily contaminated water," said Allen Apblett, Ph.D., who led the research team. "The accident at the Fukushima nuclear plant in Japan and ongoing concerns about possible terrorist use of nuclear materials that may contaminate food and water led us to shift the focus of this technology."

The technology also can remove arsenic, lead, cadmium and other heavy metals from water and fruit juices, Apblett said, adding that higher-than-expected levels of some of those metals have been reported in the past in certain juices. He is with Oklahoma State University in Stillwater.

Nanoparticles composed of metal oxides, various metals combined with oxygen, are the key ingredients in the process. The particles, so small that hundreds would fit on the period at the end of this sentence, react with radioactive materials and other unwanted substances and pull them out of solution. The particles can absorb all 15 of the so-called "actinide" chemical elements on the periodic table of the elements, as well as non-actinide radioactive metals (e.g., strontium), lead, arsenic and other non-radioactive elements.

The actinides all are radioactive metals, and they include some of the most dangerous substances associated with nuclear weapons and commercial nuclear power plant accidents like Fukushima. Among them are plutonium, actinium, curium and uranium.

In the simplest packaging of the technology, the metal-oxide nanoparticles would be packed inside a capsule similar to a medicine capsule, and then stirred around in a container of contaminated water or fruit juice. Radioactive metals would exit the liquid and concentrate inside the capsule. The capsule would be removed, leaving the beverage safe for consumption. In laboratory tests, it reduced the concentrations of these metals to levels that could not be detected, Apblett noted.

The technology is moving toward commercialization, with the first uses probably in purifying calcium dietary supplements to remove any traces of lead, cadmium and radiostrontium. Apblett said the capsule version could have appeal beyond protection against terrorist attacks or nuclear accidents, among consumers in areas with heavy metals in their water or food supplies, for instance.

The scientists acknowledged funding from the Oklahoma Economic Development Generating Excellence Program.

SOUTHINGTON, Conn. (AP) ? Authorities say a Connecticut man accidentally dialed 911 from his cellphone while stealing about 700 pounds of scrap metals.

Police say the 46-year-old man was arrested after the robbery from a Southington merchant.

WFSB-TV reports he was charged Thursday with third-degree criminal trespassing and sixth-degree larceny. He was released on bond and is scheduled to appear in court April 2.

Sports: Jon Jones joins effort to lift UFC ban in New York

ALBANY -- A much-hyped April bout for the Ultimate Fighting Championship's light-heavyweight crown will feature a pair of native upstate New Yorkers who are among the most well-known names in mixed-martial arts.

But it won't take place in Madison Square Garden in Manhattan or Buffalo's First Niagara Center or any of the state's other large-scale arenas. Rather, it will be held in Atlanta's Philips Arena, some 900 miles away.

UFC officials are hoping the April 21 title fight between Rashad Evans and Jon "Bones" Jones could be enough to sway lawmakers in the promoter's annual battle with the Legislature over the state's ban on professional mixed-martial arts bouts.

"This fight that we have coming up is going to be equivalent to Ali and Frazier, and there's no reason why we shouldn't be in Madison Square Garden," Evans, a Niagara Falls native, said Thursday. "New York should be getting the money that Atlanta is going to receive."

UFC's Las Vegas-based parent company, Zuffa LLC, has lobbied New York lawmakers unsuccessfully for at least four years in an effort to overturn the state's ban, which was enacted in 1997.

The company filed a lawsuit against the state and New York City in November, alleging that the law prohibiting the sport was unconstitutional and in violation of the First Amendment. That suit is still pending in federal court.

"This fight is just as big as any Yankees game, any Jets game, any Giants game," said Jones, who was born in Rochester, grew up in Endicott, and now lives in Ithaca. "I'm just wondering when New York is going to open their eyes and realize what we're missing out on."

As was the case in previous years, the chances of overturning the ban appear bleak this year.

The state Senate passed a bill last year that would have removed the prohibition and allowed the state Athletic Commission to regulate the sport, but it never reached the Assembly floor for a vote.

Several lawmakers and advocacy groups have expressed concern about the violent nature of professional mixed-martial arts bouts.

"I do not believe there is any groundswell to change the position that we've taken on this issue," said Assembly Majority Leader Ron Canestrari, D-Cohoes, Albany County. "Speaking for myself, I consider it violent and I don't believe in this day and age we should be encouraging activities of this sort."

Not all Senate Republicans are completely sold on the merits of the sport, either.

"I supported it, but I have mixed emotions on it," said Senate Deputy Majority Leader Tom Libous, R-Binghamton. "I see it as entertainment and as positive economic development, but I wouldn't say that I am a personal fan of it."

Jones, who holds the UFC's light-heavyweight belt, said he hopes to someday fight in New York in front of his family and friends.

"It would just mean a lot to say thank you to them for being such strong supporters of UFC and such strong supporters of me personally," Jones said. "To let them see me fight in person I think could be a memorable experience for people."

If you plan to pay out bonuses in 2013 for exemplary work employees do this year, that could complicate your organization?s tax planning.

The problem: The bonuses are based on achievement of end-of-year perform?ance goals. You know how much you?re going to pay out; you just won?t know exactly who is going to get how much until you tally up the year-end financials.

Now the IRS has clarified that em??ployers can take a current-year tax deduc??tion for a fixed amount of bonuses that will be paid to employees during the following year, even though the amount that each employee will re??ceive, and even the identity of employees, aren?t known until after the tax year ends.

The catch: Your company has to use the accrual method of accounting and allocate money to a bonus pool.

The pertinent IRS rule is Rev. Rul. 2011-29, IRB 2011-49.

How it works

The IRS used this hypothetical scenario to show how the deduction would work out.

Mega Corp. pays bonuses to a group of employees. The minimum total amount of bonuses payable to all eligible employees is set before the year end and is based on a formula that considers Mega?s financial data as of the end of that year.

Bonuses are paid after the year ends and before March 15. Employees forfeit their bonuses if they terminated employment before the date bonuses are paid. Any forfeited amounts go back into the bonus pool and are split among the remaining participants.

Mega can claim a deduction for the full amount of the bonus pool, as long as the entire amount goes to employees to reward services rendered during the tax year.

Police: At least 5 hurt in Indianapolis shooting

INDIANAPOLIS (AP) ? Gunfire erupted from a car as throngs were celebrating St. Patrick's Day in Indianapolis and at least five teenagers were hurt, police said.

Police blocked off a wide swath of the canal area with tape and more than a dozen police officers began working at the scene amid rain as storms moved into the area.

But anecdotes really only go so far. Numbers are required to help quantify the importance of customer service. Especially in the context of the things I?ve been reading lately around the internet in terms of video game companies, their development standards and some buzzwords about customer entitlement or gamer entitlement. You?ll remember the article that originally got me involved in a discussion about customer service came from??The story of Jennifer Hepler found on The Mary Sue.
Add to that this Forbes article about The Myth of Gamer Entitlement. The trend I see happening is video game companies are taking part in a subtle marketing push through their web 2.0 tools to essentially justify letting their customer service lag. By furthering the Gamer Entitlement cause, they paint their own customers as villains, and themselves as victims of irrational customer whims.

Which as I said last time, baffles me. The goal of a business is to be successful and to nurture the development of healthy long-term business relationships. Quality customer service. A business wants happy customers. Loyal customers. Even difficult customers, the kind that complain a lot, the kind that prompt the Gamer Entitlement mythology I?ve been reading about, are valuable in your business. And I?ve found some data ? some cold hard numbers ? to help us analyze exactly how important customer service is. Carly Rae Jepsen has suddenly found herself in the big leagues. Justin Bieber recently signed the YouTube pop starlet to his label Schoolboy Records, much like his mentor, Usher, helped catapult him into superstardom when the R&B icon took Bieber under his wing.

It all started when Bieber tweeted, "Call me maybe by Carly Rae Jepsen is possibly the catchiest song I've ever heard," creating an immediate runaway hit of the track off Jepsen's EP Curiosity. And now, a music video spoof of the song, featuring heavy pop hitters like Selena Gomez, Ashley Tisdale and, of course, Bieber, has likely made "Call Me Maybe" the song of the season.

"I have no idea why Justin Bieber picked me out of everyone he could have picked, but I'm so glad he did," Jepsen told MTV News recently.

So, who is the girl who wants you to call her, maybe? We already know the 26-year-old Canadian singer has fans in high places, and her track is in the top 10 on the iTunes singles chart, alongside the likes of Adele and Katy Perry. But there is much about this up-and-coming pop singer that you might not know, and MTV News would like to acquaint you with some lesser-known facts about Carly Rae Jepsen.

1. She is an "Idol" alum
In 2007, Jepsen placed third in the Canadian version of the popular "Idol" competition, touring across the country for the "Canadian Idol" Top 3 Concert Tour. During her first audition, Jepsen impressed the judges so much, singing original material, that one judge proclaimed his wish for her not to move forward in the show so he could sign her to a record deal right there and then.

2. She might collaborate with Justin Bieber
The Bieb is certainly "paying it forward." This past Christmas, Usher recorded a song with his protégé on "The Christmas Song (Chestnuts Roasting on an Open Fire)," and now Bieber has reportedly collaborated on a track with his protégé, Jepsen. "I think a collaboration with Justin Bieber isn't out of the question considering we've already gotten together and worked on a little something," Jepsen told MTV News. "But for when that will come out, your guess is as good as mine, but hopefully soon. I like the song."

3. She takes inspiration from life and her friends.
Most art imitates life, and it is no different for Jepsen. But she also takes inspiration from the lives of those around her. "I have a fascination with words, so if a girlfriend starts talking and says a phrase that resonates with me, I'll put it down on a napkin and get inspired from that," Jepsen says of her creative process. 4. She loves shoes.

Jepsen loves her stilettos. "I have an obsession with high heels mostly because I'm 5'2" and a girl needs all the help she can get!" she quips. She will likely have a ball this spring/summer fashion season as the height of heels grows, hopefully in conjunction with her rising stature.

Jepsen has been making the media rounds under the tutelage of Bieber's manager, Scooter Braun, who recently told Rolling Stone, "He's [Justin Bieber] never jumped out and promoted an artist like this."

Jepsen is scheduled to make an appearance on "The Ellen DeGeneres Show" on March 22, and it seems the sky's the limit for this folksy addition to the pop world, especially with Justin Bieber on your side.
