Russia grants Bangladesh $1 billion loan for weapons: Putin

MOSCOW (Reuters) - Russia, the world's second-largest weapons exporter, has granted a $1 billion loan to Bangladesh for arms purchases, President Vladimir Putin said on Tuesday after talks with the country's prime minister, Sheikh Hasina.

"Our countries intend to broaden military-technical cooperation," Putin said, referring to weapons sales and servicing. He did not specify what weapons or military equipment Bangladesh would buy from Russia.

Russia will provide a separate $500 million loan to Bangladesh to help build its first nuclear power plant, Ruppur, under an agreement signed after the meeting, Putin said.

"We will not only provide the most up-to-date technology ... but we will also provide financial support for the construction of the nuclear power plant at the initial stage," he said.

The head of Russian state nuclear corporation Rosatom, Sergei Kiriyenko, said technical and environmental assessments would be carried out this year for the plant, which is to have two 1,000-megawatt reactors and be completed in the early 2020s.

He told reporters more loans would be required at later stages.

Russian police say gunman killed after shooting at kindergarten

MOSCOW (Reuters) - Russian police stormed an apartment on Monday and killed a man after he fired shots at a kindergarten, shattering a window of a gym where children were playing and lightly wounding a teacher who was hit by flying glass, police and media reports said.

The man, 51 or 52 years old, fired several shots with a hunting rifle from a window of his apartment in the town of Salavat, the Interior Ministry branch in the Bashkortostan region 1,500 km (930 miles) southeast of Moscow said.

Six bullets hit the window of the gym and a shard of glass struck a teacher in the stomach as she tried to get the children out of the room, according to news website life.ru, a tabloid that has close ties to law enforcement agencies.

Police surrounded the gunman's home and demanded he surrender, but he refused and opened fire when police stormed his apartment, the Interior Ministry said. He was killed by return fire from police, it said.

Mass shootings are not common in Russia, but a 30-year-old lawyer fatally shot five colleagues at his pharmaceutical firm in Moscow on November 7 in what appeared to be a drunken rampage after his girlfriend left him.

The sale of combat weapons is illegal in Russia, and the November shooting prompted Russia's Interior Ministry to consider toughening existing gun legislation. Hunting rifles can be acquired with a permit.

Pro Football Hall of Fame finalists announced

The Pro Football Hall of Fame trimmed its list of modern era finalists to 15, including first-year candidates Larry Allen, Jonathan Ogden, Warren Sapp, and Michael Strahan.

Also on the list are two contributors and a coach -- former 49ers owner Eddie DeBartolo Jr., former Browns, Ravens owner Art Modell and Bill Parcells, who coached four NFL teams and was involved in administration with another.

Noticeably missing in the cutdown from 25 to 15 is former commissioner Paul Tagliabue, who resurfaced in the league this last season to rule on current commissioner Roger Goodell's actions in the Bountygate controversy.

A troika of wide receivers once again is among the finalists -- Tim Brown, Cris Carter and Andre Reed. For several years this trio seems to split the vote for wide receivers, effectively barring any of them from entry thus far.

The 15 modern day finalists will be considered for election into the Pro Football Hall of Fame when the Hall's Selection Committee meets in New Orleans, La., on Saturday, Feb. 2, the day before the Super Bowl.

The 15 modern-era finalists, along with the two senior nominees announced in August 2012 -- former Kansas City Chiefs and Houston Oilers defensive tackle Curley Culp and former Green Bay Packers and Washington Redskins linebacker Dave Robinson -- will be the only candidates considered for Hall of Fame election when the 46-member Selection Committee meets.

The 15 modern-era finalists were determined by a vote of the Hall's Selection Committee from a list of 127 nominees that earlier was reduced to a list of 27 semifinalists, during the multi-step, year-long selection process. Culp and Robinson were selected as senior candidates by the Hall of Fame's Seniors Committee. The Seniors Committee reviews the qualifications of those players whose careers took place more than 25 years ago.

To be elected, a finalist must receive a minimum positive vote of 80 percent.

Colin Powell: Undercurrent of 'intolerance' in GOP

Former Secretary of State Colin Powell said Sunday that some of his colleagues in the Republican Party have used insulting racial code to attack President Obama ? and the comments have seriously damaged the party?s standing with minorities.

Mr. Powell, who served in the George W. Bush administration, singled out ? but did not mention by name ? former Alaska Gov. Sarah Palin and former New Hampshire Gov. John H. Sununu, who also served in the last Republican White House.

Mrs. Palin in October described Mr. Obama?s handling of the terror attack in Benghazi, Libya, as a ?shuck and jive shtick,? and Mr. Sununu raised eyebrows the same month when he described the president?s poor first debate performance as ?lazy.?

The comments came across as racially intolerant, said Mr. Powell, the nation?s first black secretary of state.

?I think what the Republican Party needs to do now is to take a very hard look at itself,? he said in an interview on ?Meet the Press.?

Despite backing Mr. Obama in the last two presidential elections, Mr. Powell said he still considers himself a Republican, but the party has drifted too far to the right, he said.

Appearing on the program to defend the White House?s nomination of another estranged Republican, former Nebraska Sen. Chuck Hagel, as secretary of defense, Mr. Powell unloaded on the hawks in the GOP questioning Mr. Hagel?s qualifications.

Republican lawmakers, he said, should note that ?they?ve lost two elections. The American people have made it clear that they are not particularly interested in finding new conflicts to get into.?

Apple won't blindly pursue market share, Chinese paper reports

SAN FRANCISCO/BEIJING (Reuters) - In a revised version of an interview published Thursday in a Chinese newspaper, Apple Inc marketing chief Phil Schiller said the company would focus on making "the best products" for customers and "never blindly pursue market share".

On Thursday, the Shanghai Evening News had originally cited Schiller as saying that Apple would not develop a cheaper smartphone for the sake of expanding its market share.

That appeared to undermine other recent media reports indicating that Apple was working on a low-end smartphone, which would represent a significant shift in strategy for a company that has always focused on premium products.

But in a new version of the story published after the original, the Shanghai Evening News removed all references to cheaper smartphones, except for a mention of rumours of a "cheaper, low-end product".

It also amended its original headline from "Apple will not push a cheaper smartphone for the sake of market share", to "Apple wants to provide the best products, will not blindly pursue market share".

Apple confirmed the interview had taken place and that it had contacted the Chinese newspaper about amending its original article, but had no further comment and declined to provide a transcript of the interview.

A reporter at the Shanghai Evening News who identified himself as Huang Yinlong, whose byline appeared on the stories, said the paper had made some changes, as Schiller's remarks may not have been presented as clearly as possible.

As well as deleting references to cheap smartphones, paraphrased statements attributed to Schiller in the original version were replaced with direct quotations.

Asked if the paper had made the changes at Apple's request, Huang said that the paper had made the decision on its own.

"We deliberated about it, and wanted to reflect (Schiller's) meaning in the interview more accurately, so we made some adjustments", said Huang, adding the interview was conducted in Beijing on Tuesday.

The original story had quoted Schiller as saying that developing a cheaper smartphone to try and replace feature phones was not a direction in which the company wanted to head.

That comment was amended in the new version of the story, which now cites Schiller as saying that while some manufacturers are moving toward such cheaper smartphones, "Apple has always focused on providing the best products for its consumers, we've never blindly chased market share."

An operator at the Shanghai Evening News said the paper did not have a spokesperson. Queries for comment were referred to Editor-in-Chief Niu Yefang, whose phone went unanswered.

A spokeswoman for Apple in China could not be reached immediately.

Apple rarely addresses rumours about upcoming products, which often spur intense speculation. Earlier this week, the Wall Street Journal cited anonymous sources as saying Apple could release a cheaper iPhone as early as this year.

Three key sectors in Tanzania are yet to find the right footing in implementation of Custom Union (CU) seven years down the line, according to Tanzania Chamber of Commerce Industry and Agriculture-Arusha.

Agriculture, manufacturing and tourism sectors so far have not been able to take advantage of the implementation of one of the main instruments of CU ? the East Africa Common Market Protocol (EACMP) due to some consistent challenges that need urgent address.

TCCIA-Arusha is undertaking research into the challenges and opportunities in the implementation of EACMP and Tanzania?s role in creating an attractive environment for increased private sector activity within and across the borders. BEST AC has funded the research.

EACMP entered into force on 1st July 2010, following ratification by all five Partner States: Burundi, Kenya, Rwanda, Tanzania and Uganda.

According to the research?s inception report, generally the three sectors are not benefiting adequately in the implementation of EACMP despite the immense potential for greater gains. Policy failure is one of the root causes of the failure to benefit.

The inception report in its? evaluation of the instruments of CU? since it became operational in 2005 notes some achievements including the establishment of EAC Custom management regulations and duty remission administration? under Custom Management Act? and the completion of application of Internal Tariffs.

Some agreed policy changes to suit the economic environment have been made real including designation of 58 goods as sensitive products, and setting of ad valorem tariffs ranging from 35 per cent to 100 per cent and harmonization of about 1100 standards.

The inception report raises some issues of concerns. According to the report business community in Tanzania is yet to adequately benefit from the EACMP because a number of issues have been left unresolved.

Tanzania Chamber of Commerce Industries and Agriculture (TCCIA) Arusha chairperson Mr Adolf Olomi says implementation of the Customs Union has not been attained fully because some leaders are still ignorant of the EACMP and lack commitment despite having the authority to oversee its realization.

?Sometimes some leaders are influenced by their emotions in the making of decision about East African Common Market Protocol issues?they do not make decisions according to laws and regulations governing the regional operations,? said Mr Olomi.

The importance of the EACMP is yet to be understood by majority Tanzanians because leaders, overseeing the implementation, do not take time to understand the protocol and in turn educate the masses including businesspeople about it, Mr Olomi said.

Concerning rules of origin, he said there has been some commendable achievements including the simplification of the originality of the products to facilitate small business people to engage in cross border trade.

However, after completion of eliminating the internal tariffs for the EAC, the region was yet to be a single custom territory, which applies to the region that reaches a full-fledged Custom Union, he said.

?We expect that the research results will act as the supporting factor for fixing the problems facing the implementation of Custom Union,? said Mr Olomi.

Mr Olomi said the research outcomes would help TCCIA advocate to policymakers, EAC leaders and other players to overcome the problems. It will also help them to increase the knowledge about these challenges and hence can be used to share knowledge among the business community and EAC member residents and leaders involved in the implementation of the protocol.

EACMP: more challenges

  • The Custom Management Act has shown weaknesses in its administration since there is conflict between regional and national levels, appeal system is not working properly and there is limited capacity in human resources.
  • There is no clear understanding, interpretation, and appreciation of EAC rule of origin particularly by producers selling in the regional markets.
  • Lack of uniformity application of the Common External Tariffs (CET) by partner states who take advantage of protecting their country interest hence affects the implementation of fully-fledged custom union.
  • On the side of eliminating the Internal Tariffs after the exercise was completed for Uganda and Tanzania, yet other member countries are still imposing duty on products originating from any EAC, which qualify for the regional rule of origin.
  • Restriction still exists despite the period of protection granted under the principal of asymmetry elapsing and some industries are still experiencing negative protection for example soap and detergents industries, margarine and milk industries, which make them uncompetitive with Kenyan industries.

Make manufacturing sector work

Mr A.D.Massaga of Alpha Associates and MBD Consultants says,?among other things, if the following is considered it can up Tanzania?s stakes?to take advantage of EACMP implementation:

  • Reduction of existing economic imbalance; increase manufacturing Industry base in order to have balanced players in the field to create strong competitiveness. (e.g. Tanzania has two pharmaceutical Industries while Kenya has more than ten pharmaceuticals manufacturing Industries

Make tourism sector work

The Vice Chairman, Tourism Confederation of Tanzania and the Chair of? Tanzania Association Of Tour Operators Mr Leopold B. Kabendera says instead of opening up tourism sector during the last two years of implementation of the common market protocol, over regulations in Tanzania have not helped the sector but only been taking it many steps back. ?To take advantage of initiatives like EACMP and others, we must be ready to make sweeping changes in the right directions to enable tourism sector to start running instead of the slow walk we take in the beaten paths.?

Make agriculture sector work

?For the agri-sector to benefit from the implementation of the common market, producers and traders should stop operating individually and get organized into groups and cooperative entities,? Agribusiness researcher Mr.? Geoffrey M. Kalugendo of Africa Source Investment Trade & Environment Management said.

He said that getting the farmers organized should be a priority and that it is crucial for the Arusha region and the country at large to benefit from the implementation of the EACMP.

There was something to learn from the defunct EAC before its fall on agriculture, where farmers were organized in 3 groups ? individuals (cooperatives), commercial, plantation. ?The cooperatives gave the peasant farmer bargaining power. Today, farmers are on their own negotiating prices at individual levels with highly experienced traders from the EAC,? he said.

There are also?few linkages between farmers and research institutions in Tanzania, unlike in Kenya, Uganda and Rwanda, where farmers are involved directly in agri-research.

At the same time, he said that the linkage of agriculture with infrastructure has not been well defined.

We do know that later emerg?ing deficits can occur in teens, but we do not know the extent to which they are linked to Alzheimer?s dis?ease devel?oped later in life. We do know that if we rebound the brain after injury at any age, the brain will have the great?est chance of build?ing cog?ni?tive reserves.

We?re work?ing with the spe?cial oper?a?tions com?mu?nity, includ?ing Navy SEALS, and one of the ben?e?fits of train?ing that they have voiced is the abil?ity to make quicker deci?sions. That does not have to be the case! Our brain is uniquely designed to be the most adapt?able and mod?i?fi?able organ in our entire body.

That is why I wrote Make Your Brain Smarter to give indi?vid?u?als a brain fit?ness plan that is action ori?ented across the lifes?pan. You are never too young or too old to adopt healthy brain habits. That being said, it would be nice to reward indi?vid?u?als and physi?cians for pro?mot?ing brain health fitness.

BASF's Hambrecht to delay comeback until 2014: paper

FRANKFURT (Reuters) - Juergen Hambrecht, the former chief executive of Germany's BASF, will delay an attempted comeback to the world's largest chemical maker by sales until 2014, he told German weekly Frankfurter Allgemeine Sonntagszeitung.

Hambrecht, who left the CEO post in 2011, has sought to get a seat on BASF's board of directors, a body known in Germany as the supervisory board.

German law prohibits an immediate move from management to the board of directors, demanding that executives undergo a two-year "cooling off" period.

"BASF has a very good supervisory board. New appointments will take place in 2014," Hambrecht told the paper. "I have cooled off for almost two years, so it doesn't make much difference if I do it for three," he further said.

5 Love Lessons Season 1 Of 'Girls' Taught Us | YourTango

Here's what we learned from the first season of the hit show.

After months of waiting, it's finally almost time for new season of Girls. On Sunday, season 2 premiere and we can practically guarantee more awkwardness, laugh-out-loud dialogue, and of course, those unbelievably relatable relationship moments.?

Until the premiere, hold yourself over with these love lessons we learned from the Brooklyn quartet.

1. Tell Him How You Feel
In Hannah's best moment of honesty, we see her tell her then-hookup Adam, who sent her a racy picture meant for someone else, how she really feels. No, she doesn't want him to take her to brunch or be her boyfriend, she just wants him to be obsessed with her and want to sleep with only her. (Sound familiar?) As much as we giggled during this epic monologue, this was a huge moment for Hannah and the audience. It's the first time she's telling Adam what?she?wants. It's refreshing and empowering. Finally, she's not just going along with a strange or uncomfortable sex request.?

2. We All Have Baggage
HPV, virginity, eating cupcakes in the bathroom and gay ex-boyfriends ? turns out we all have baggage ranging from small to large undesirable qualities. (Medium being something like Shoshana's "I don't love my grandmother.") It's frustrating to see Shoshanna so hung up on her virginity throughout the season. But, let it be a reminder of how dwelling on negative qualities can get in the way. She becomes so caught up in thinking no one wants to sleep with her that she almost misses the opportunity to eliminate her baggage with someone who is actually interested in her.

3. Enjoy Being Single
We're always told to embrace being single, but Marnie's breakup shows us exactly why it's important. After seeing Charlie had moved on so quickly, Marnie became miserable ? dirty hair and hours stalking his Facebook photos included. Once she stepped outside of her comfort zone and loosened up (a wild night out with Jessa, moving out of her apartment with Hannah, pursuing the minister from Jessa's wedding), we finally saw her at her happiest in the last episode. Let's hope this fun-loving Marnie continues onto next season, even her J.Lo-inspired look.?

4. Hookups Can Turn Into Relationships
No one thought Adam and Hannah would last. Not Marnie, or you as you yelled at Hannah "stop hanging out with him!" through the TV screen. But, Adam surprised us. Turns out, he does care about Hannah. Sure, he's still a pervert, but he did come around and prove to us that he sees Hannah as much more than a booty call he forgets to call. And by the last episode, we learned maybe he cares more than she does.

5. Don't Let?Fear Get In The Way
Through the season we see Hannah "fail". She loses two internships, a roommate, and by the last episode, maybe even her boyfriend. But, the only thing that's really holding her back is her fear. By the last episode we hear her admit she's 'the most scared person alive.' ?She can't even recognize that Adam actually cares about her.

Wittenberg Series Welcomes Award-Winning Author Peniel Joseph For Martin Luther King Jr. Commemorative Convocation Jan. 21

Springfield, Ohio ? As the nation remembers one of the foremost Civil Rights leaders in history, Wittenberg University holds its annual Wittenberg Series-sponsored Martin Luther King Jr. Commemorative Convocation at 11 a.m. Monday, Jan. 21, in historic Weaver Chapel. The featured speaker is activist, professor and award-winning author Peniel Joseph, Ph.D.

A professor of history at Tufts University, Joseph is the author of the award-winning Waiting ?Til the Midnight Hour: A Narrative History of Black Power in America and Dark Days, Bright Nights: From Black Power to Barack Obama as well as editor of The Black Power Movement: Rethinking the Civil Rights-Black Power Era and Neighborhood Rebels: Black Power at the Local Level.

Joseph is the founder of a growing sub-field in American History and Africana Studies that he has characterized as ?Black Power Studies,? which is actively re-writing post-war American and African American History as well as related interdisciplinary fields of Africana Studies, law and society, sociology, political science, Women?s and Ethnic Studies, philosophy, anthropology, literary studies and American Studies, among others.

A frequent national commentator on issues of race, democracy and civil rights, Joseph appears on C-SPAN?s Book TV, NPR, and PBS?s NewsHour. During the 2008 Democratic and Republican National Conventions he provided historical commentary on NewsHour.

The recipient of fellowships from Harvard University?s Charles Warren Center, the Woodrow Wilson International Center for Scholars and the Ford Foundation, Joseph?s essays have appeared in The Journal of American History, The Chronicle Review, The New York Times, The Washington Post, Book Forum and The American Historical Review.

Following the convocation, Joseph will attend a question-and-answer session in room 105, Joseph C. Shouvlin Center for Lifelong Learning, 737 N. Fountain Ave.

The news today from the Bureau of Labor Statistics is that the U.S. job market is treading water.

The number of new jobs created in December (155,000), and percent unemployment (7.8), were the same as the revised numbers for November.

Also, about the same number of people are looking for work (12.2 million), with additional millions too discouraged even to look.

Put simply, we?re a very long way from the job growth we need to get out of the gravitational pull of the Great Recession. That would be at least 300,000 new jobs per month.

All of which means job growth and wage growth should be the central focus of economic policy, not deficit reduction.?
