PRI Declared Winner Of Mexico's Presidential Vote

MEXICO CITY August 31, 2012, 08:35 pm ET

MEXICO CITY (AP) ? Mexico's highest electoral authority declared Friday that Enrique Pena Nieto was the legitimate winner of the July 1 presidential election, formally opening the transition to a new government despite continuing claims of fraud by the left's second-place finisher.

The Federal Electoral Tribunal said leftist candidate Andres Manuel Lopez Obrador failed to prove claims that vote-buying had affected the results of the vote that returns the former autocratic ruling party to Mexico's highest office after a 12-year absence.

Pena Nieto insists his Institutional Revolutionary Party, the PRI, has changed. In the final decades of the 20th century, its rule was marked corruption, vote fraud and periodic economic crises.

"Mexico will have a modern, responsible presidency, open to criticism, willing to listen and take into account all Mexicans," Pena Nieto said at a ceremony in which the tribunal gave him the document certifying him as president-elect.

Outgoing President Felipe Calderon called Pena Nieto to congratulate him and wish him the best for his administration that will begin when he takes office Dec. 1. Calderon "offered his support so that that administration will be successful," the president's office said in a statement.

Lopez Obrador told reporters Friday morning that he refused to recognize the election results and was calling for a peaceful protest that he described as "civil disobedience" on Sept. 9 in the Zocalo, the historic plaza in the heart of downtown Mexico City. He launched street demonstrations that paralyzed central Mexico City after he lost the 2006 vote, but widespread protests appear far less likely this time.

Lopez Obrador said the electoral tribunal made an illegitimate ruling Thursday evening when it rejected the leftist's allegations of vote-buying and other campaign violations by the PRI. The seven electoral magistrates are nominated by Mexico's Supreme Court and confirmed by Congress and are widely seen as credible and non-partisan, although Lopez Obrador has alleged that several members were based in favor of the PRI.

"I am telling the people of Mexico that I cannot accept the judgment of the electoral tribunal that declared the presidential election valid," Lopez Obrador said at a news conference. "The elections were not clean, free and genuine. As a result, I will not recognize an illegitimate power that's emerged as a result of vote-buying and other grave violations of the constitution and the law."

Lopez Obrador, a popular former mayor of Mexico City, was able to call hundreds of thousands into the streets for campaign rallies, and he retains a large and fervent base of support in the capital. But Pena Nieto's margin of more than 3 million votes was far wider than the few hundred thousand votes that cost Lopez Obrador the last presidential vote, and many opponents' outrage at Pena Nieto's win appears to have largely faded since the July 1 vote.

Lopez Obrador said he wants the protest to respect the law, and he did not indicate that there would be a repeat of the blockades he launched in 2006.

By Friday afternoon, there were a few scattered protests around the capital by Lopez Obrador sympathizers, including a brief blockage of highway toll booths by a group of students, but little evidence of widespread mobilization.

Mexico's Roman Catholic Council of Bishops issued a statement calling on politicians to leave post-electoral disputes behind and unite to fight poverty and violence.

"It's time for peace, harmony and agreement," according to the bishops' statement. "We want our representatives to demonstrate that they can work together."

Confirmation of the PRI's victory returns the party to Mexico's highest office, which it held without interruption from 1929 to 2000. In past decades, the party engaged in widespread coercion of its opponents, monopolizing virtually every institution in the country. The party says it has reformed and handed control to a new generation of democratically minded young technocrats with a vision of modernizing Mexico.

Pena Nieto has promised to focus on fiscal reform, infrastructure improvements and a new emphasis on preventing violence from affecting ordinary Mexicans as a result of the country's six-year militarized offensive against drug cartels.

For much of his campaign, Lopez Obrador tried to move away from the angry, combative image that many Mexicans held of him after his supporters blockaded much of downtown Mexico City for weeks after his narrow loss in 2006. He adopted the slogan "Abrazos, No Balazos," or "Hugs, Not Bullets," put forth a warmer persona, a more business-friendly platform and an anti-crime program that relies largely on increased jobs and education programs.

Lopez Obrador ended up with 31 percent of the vote, to Pena Nieto's 38 percent, after months of polls gave the PRI candidate a lead as wide as 20 percentage points.

The unexpected closeness of the race helped fuel Lopez Obrador's lengthy postelection fight to invalidate the results, with him and his backers accusing the PRI camp of a range of violations including the vote-buying with both gift cards and, in rural areas, farm animals, and participating in an international campaign finance money-laundering scheme.

The accusations centered on hundreds and possibly thousands of pre-paid gift cards that shoppers at a Mexican grocery store chain said they were given by Pena Nieto's party before the election. Lopez Obrador's Democratic Revolution Party showed reporters thousands of such gift cards, but never publicly demonstrated convincing evidence that millions of votes had actually been swayed by corrupt practices.

The PRI said in a statement Friday that the ruling "has ended the contentious and combative phase of the federal electoral process and has fully demonstrated the legitimacy of Enrique Pena Nieto's victory at the ballot box."

The electoral justices said some of the evidence submitted was hearsay, or unclear. For example, they said the evidence included gifts allegedly given out by the PRI, without proof that was where they came from or that the gifts had been given to influence votes.

"The evidence absolutely didn't support annulling an election with a difference of three million votes between first and second place," said Jose Antonio Crespo, an analyst at the Center for Economic Studies.

Ivan Garcia Garate, a law professor at Iberoamerican University in Mexico City, said, however, that the electoral tribunal had adopted a very narrow view of its mandate and failed to conduct its own investigation of the charges, relying entirely on evidence presented by the left, and then declaring it insufficient.

Interior???s reorganization after Gulf oil spill falls short

More than two years after the 2010 Deepwater Horizon oil spill tainted the Gulf of Mexico, the Interior Department?s attempt to segregate safety monitoring from minerals management oversight in a major reorganization has produced mixed results, auditors found.

In a report on Interior?s progress released Wednesday, the Government Accountability Office pointed to missing data and an inability to gauge risk in overseeing oil and gas exploration. The department?s reorganization eliminated the Minerals Management Service after the April 20, 2010, tragedy that killed 11 people, scarred the environment over hundreds of miles and dampened local economies.

The restructuring, completed on time in October 2011, transferred MMS? gas oil and gas revenue collection functions to a new Office of Natural Resources Revenue and then created the Bureau of Ocean Energy Management and the Bureau of Safety and Environmental Enforcement.

The GAO report, dated July 30, was addressed to Sen. Sheldon Whitehouse, D-R.I., of the Environment and Public Works Committee, and Rep. Nick J. Rahall II, D-W.Va., of the Transportation and Infrastructure Committee.

Because the three bureaus? responsibilities for environmental analysis and reviews of permits and inspections of drilling rigs ?are closely interconnected and will depend on effective coordination, Interior developed memoranda and standard operating procedures to define roles and responsibilities and facilitate and formalize coordination,? the study said.

Even though Interior?s inspections of rigs and platforms in the Gulf has uncovered numerous violations, the department?s ?database is missing data on when violations were identified, as well as violation correction dates for about half the violations issued,? the auditors found. ?As a result, Interior does not know on a real-time basis whether or when all violations were identified and corrected, potentially allowing unsafe conditions to continue for extended periods.?

The department?s efforts to seek input on proposed oil and gas exploration projects generally were well-received by government stakeholders, but industry and conservation groups were less satisfied, auditors found.

?Interior?s capacity to identify and evaluate risk remains limited, raising questions about the effectiveness with which it allocates its oversight resources,? GAO wrote. ?Interior also continues to experience difficulties in implementing effective information technology systems, such as those that aid exploration and development plan reviews. It also continues to face workforce planning challenges, including hiring, retaining and training staff. Moreover, Interior does not have current strategic plans to guide its information technology or workforce planning efforts.?

Interior officials, after reviewing a draft of the report, generally accepted the criticisms.

Antarctic may host methane stores

Large volumes of methane - a potent greenhouse gas - could be locked beneath the ice-covered regions of Antarctica, according to a new study.

It says this methane could be released into the atmosphere as ice retreats, contributing to climate warming.

The findings indicate that ancient deposits of organic matter may have been converted to methane by microbes under the ice.

An international team reported the results in Nature journal.

Study leader Jemima Wadham, from Bristol University, said: "This is an immense amount of organic carbon, more than ten times the size of carbon stocks in northern permafrost regions.

"Our laboratory experiments tell us that these sub-ice environments are also biologically active, meaning that this organic carbon is probably being metabolised to carbon dioxide and methane gas by microbes."

They estimate that there could be hundreds of billions of tonnes of carbon stored in methane reservoirs under the ice sheet.

The authors say that the predicted shallow depth of these methane reserves means that they could be destabilised by climate change, and might act as a positive feedback on global warming.

Co-author Dr Sandra Arndt, also from the University of Bristol, said: "It's not surprising that you might expect to find significant amounts of methane hydrate trapped beneath the ice sheet.

"Just like in sub-seafloor sediments, it is cold and pressures are high which are important conditions for methane hydrate formation."

In their Nature paper, the authors comment that their "findings suggest that the Antarctic Ice Sheet may be a neglected but important component of the global methane budget".

US Republicans nominate Romney as presidential candidate

TAMPA, Florida (Reuters) - Republicans formally nominated Mitt Romney as their presidential candidate on Tuesday to face Democratic President Barack Obama in the November 6 election.

By voice vote in a raucous arena, delegates to the Republican National Convention united behind the former Massachusetts governor, who this year outlasted a series of conservative challengers to come out on top.

Romney, 65, is in a close fight with Obama with 70 days to go until the election and Republicans hope he will gain some much-needed momentum from the Tampa convention this week.

What Unspoken Messages Are We Sending to Our Children | Black ...

I am currently reading an amazing, life-changing book titled ?The Dream Giver? by Bruce Wilkinson. So far, this book has altered the way I look at my life and examine my dreams. It has been an eye opening experience. The book highlights the significance of pursuing your dreams, no matter what. In one chapter the reader is challenged to discover who or what has prevented us from pursuing our passions. ?Dream Giver? asks whether or not family or friends were responsible for extinguishing the ideas and plans we have for our lives; telling us we weren?t going to make it or that the dream made no sense or was unrealistic. This one particular statement stood out most to me, ?maybe your family made it clear, without ever saying, that you?re not expected to accomplish much?. This sentence of course immediately made me think about my role as a parent. I am pretty confident in the wisdom I verbally share with my daughters, but I have not considered what I don?t say and the affect it has on my children.

I nearly cringed just by reading those words. That simple statement immediately created a small panic in me. We push our children academically by sharing our expectations regarding the types of grades they bring home. But I don?t know that I stress enough just how much I truly expect them to accomplish with their lives. I highlight the future in terms of continuing on to college and performing well there, but unfortunately that may be the extent of it. I hope we aren?t, without ever saying, that they are not expected to accomplish much.

I am realizing this parenting job is so much bigger and deeper than I sometimes acknowledge. Not only are we responsible for the lessons and discipline we share with our children, but also the actions and non-verbal communication we display. My children need to hear, feel and know from me that I expect them to excel in everything they do. I must make it clear that they are never to let anyone, including me; tell them what they are incapable of. Their dreams are real and attainable and my biggest expectation is that they pursue them with everything they have. So if I ever forget to say it, I must express it with every smile, expression, and embrace we share. I want my unspoken message to my daughters to match the words I verbalize.

Obama-Romney race is focused on 7 states

TAMPA, Fla. (AP) ? On the eve of their national party conventions, Barack Obama and Mitt Romney are locked in a close race to amass the requisite 270 Electoral College votes for victory. And the contest is exactly where it was at the start of the long, volatile summer: focused on seven states that are up for grabs.

Neither candidate has a significant advantage in Colorado, Florida, Iowa, Ohio, Nevada, New Hampshire and Virginia, which offer a combined 85 electoral votes, according to an Associated Press analysis of public and private polls, spending on television advertising and numerous interviews with Republican and Democratic strategists in battleground states.

The analysis, which also took into account the strength of a candidate's on-the-ground organization and travel schedules, found that if the election were held today, Obama would have 19 states and the District of Columbia, offering 247 votes, solidly in his column or leaning his way, while Republican Romney would have 24 states with 206 votes.

Obama won all seven of the too-close-to-call states in 2008, and they are where the race will primarily be contested in the homestretch to the Nov. 6 election.

Ten weeks before Election Day, the AP analysis isn't meant to be predictive but rather is intended to provide a snapshot of a race that's been stubbornly close all year.

Among the unknowns that could shake up the electoral landscape before November: the latest unemployment figures that come out early next month, an unexpected foreign policy crisis in Syria or Iran and the outcome of the candidates' October debates.

Both sides are working to persuade the 23 percent of registered voters who said in an Associated Press-GfK poll that they are either undecided about the presidential race or iffy in their support for a candidate.

To woo them, the campaigns and political parties, along with allied groups with access to unlimited financial contributions, have already spent an astounding $540 million on television advertising, according to ad spending reports provided to the AP. And there's more to come.

Over the past three months, the campaign took a sharply negative turn, at times becoming nasty and personal.

Obama sought to define Romney early as a ruthless corporate raider for his time at the head of a private equity firm in Boston, and as an out-of-touch rich man keeping secrets about his wealth. Romney, in turn, worked to cast Obama as a failed president on a host of fronts, primarily the economy.

Both candidates have hit road bumps: Obama saw the unemployment rate rise to 8.3 percent and gave Republicans an opening to argue that he was unfriendly to small business. Romney had a widely panned foreign trip and made a series of potentially problematic comments, most recently joking about the debunked conspiracy theory regarding Obama's citizenship.

The national party conventions, starting with Republicans here, who convene Monday and start with a full schedule on Tuesday, and ending with Democrats the following week in Charlotte, N.C., will set the parameters of the fall campaign, and could provide each side with at least a temporary surge of support in national, if not battleground state, polls.

While Obama has a clear advantage given his incumbency, Romney does have a path to victory ? though it's a steep climb.

He must win most of the seven most competitive states ? Colorado, Florida, Iowa, Ohio, Nevada, New Hampshire and Virginia ? in order to reach the magic number. For instance, he can lose Ohio's 18 electoral votes and still become president if he wins the other six and hangs onto those already in his grasp. It's difficult to see a scenario where Romney wins without a victory in Florida, which offers 29 electoral votes.

Neither side expects a dramatically different playing field this fall.

"You know the states that are in play," said Obama's campaign manager Jim Messina. "I don't think there's going to be a surprise."

Romney's political director Rich Beeson makes the same point: "I don't think you're going to see the map go crazy."

Still, once their conventions are over, both campaigns will commission polls in the hardest-fought states to determine whether to shift their strategies. The candidates and their allied outside groups will pull money and manpower from states that are moving out of reach while relocating it to others they may now think they have a shot at winning.

"We're in a holding pattern," said Charlie Black, a veteran Republican campaign strategist and informal adviser to Romney.

Perhaps not for long.

With a huge cash advantage, Romney is considering trying to put more states in play ? and creating more state-by-state paths to reach 270. He's closely watching to see whether it's worth it to compete aggressively in Wisconsin, now that native son Rep. Paul Ryan is on the ticket.

The Republican National Committee and GOP allies have been advertising in the state in hopes of making it competitive; at least one poll shows they've had some success and the race appears close. Obama, who has a formidable campaign on the ground that includes the state's active labor and minority blocs, hasn't advertised there but might be forced to do so.

Romney also is eyeing a deeper investment in Michigan, where he campaigned Friday, and Pennsylvania, where Ryan was last week. Obama carried both states in 2008, but the GOP sees promise in the economically struggling northern industrial states, especially among working-class, white voters.

The Republican may have the money to expand the map.

August financial reports show that Romney's overall fundraising apparatus ? his campaign, the RNC and a separate joint-fundraising committee ? had roughly $177 million in the bank at the end of July. The reports are the most recent public data.

And to a greater degree than Obama, Romney also has amassed an untapped stockpile of general election money that he plans to use this fall. He can begin spending it immediately upon accepting the nomination for president at the convention's close Thursday night.

Obama and his comparable committees, in turn, had only about $127 million on hand, according to the most recent report.

He also must wait until he accepts his party's nomination on Sept. 6, the close of the Democratic convention, to start spending his general election money.

Unlike Romney, Obama isn't focused on expanding the map in earnest.

He's mostly looking to hang onto as many of the states he won four years ago, with Ohio being of particular focus. In recent months, Obama's standing there has strengthened, the unemployment rate has dropped and last week General Motors announced a $200 million expansion of a northeast Ohio plant to continue building the Chevrolet Cruze there.

Beyond playing defense, Obama's team is watching to see whether the political terrain becomes more favorable to him in Missouri in the aftermath of controversial abortion and rape comments by Rep. Todd Akin, a GOP Senate candidate.

The backlash has been fierce, and polls show Democratic Sen. Claire McCaskill ? arguably the most vulnerable Senate Democrat ? having gained ground. Obama competed for Missouri four years ago but lost and hasn't run ads there this year. Romney has had a comfortable advantage there.

If they have the money to do it, both sides will engage in head-faking: spending money in places simply to force the other side to defend their home turf. For example, if Romney goes after Pennsylvania, which has voted Democratic in all recent presidential elections, Obama would likely have to spend money to defend it, limiting the amount of cash he'll have available to spend in more competitive states, like Florida or Virginia.

Preferred Stock Investing: Potential Capital Gain Opportunity Next ...

Some investors may be thinking that there is a quick capital gain opportunity coming next week when the currently open "premature call window" for bank trust preferred stocks (TRUPS) expires.

Preferred stocks that are "call-protected" tend to command a higher market price than otherwise similar preferred stocks that do not enjoy such protection (those that have already exceeded their published call dates). Looking at the current market prices of traditional preferreds (non-TRUPS), we can see that investors are paying an average $1.59 per share premium for call-protected issues.

Since a multitude of TRUPS that are currently redeemable will become call-protected next week, it is tempting to think that the market prices of such issues are likely to increase accordingly, delivering a quick capital gain to this week's buyers...

How much should you learn about investing? | This user's experience

Many years ago, I learned the fundamentals of investing, and over two decades of consistently following them, confirmed that (at least for me) they worked exactly as advertised.

Over the years, though, a questions I?ve asked myself many times is how much investing knowledge should the average person have? Have I learned more than necessary? Have I not learned enough? I personally went a bit beyond the basics in my own studies, but not nearly as far as someone like John Norstad, who started with first mathematic principles.

Recently, I was excited to learn that one of my favorite financial authors, William Bernstein, has begun a series of short-format ebooks entitled Investing for Adults, in which he delves deeper into investing topics, and assumes that the reader has at least some familiarity with academic finance.

His first release, The Ages of the Investor: A Critical Look at Live-cycle Investing discusses how to view and treat investing at various phases of one?s lifetime. For each phase ? beginning, middle & end ? he discusses approaches and trade-offs, and refers to the latest in academic research. I very much enjoyed reading the book.

Some interesting notes I took, on topics beyond the basics:

  • Considering a person?s total capital over time ? i.e. the sum of human capital (their future ability to earn) along with invested capital (their savings) ? an argument can be made that it?s nearly impossible for a young person to take on too much investment risk.

  • Research would suggest young people take on as much as 100% leverage in stock investment. But, there are a lot of practical problems with this.

  • The sequence of market turns matters. A run of bad markets at the end of a career, is worse than a run at the beginning. Lump-sum investing mitigates this risk, but over the long term is riskier than sequential, periodic investing.

  • The decision of whether a retiree should annuitize their savings, or drawdown on an investment portfolio is not an easy one, as there risks on all sides.

  • The decision of when to transition from middle-age investing to retirement investing is probably the most difficult of all.

As I started reading the book, I wondered whether, armed with the very latest in research, I?d end up changing my basic investment approach. I was happy, and intrigued, to find that I wouldn?t.

My conclusion is that in the long-term, the results of investing are so sensitive to uncontrollable factors, that the outcome to be expected from devising sophisticated strategies isn?t likely to be significantly better than that expected from simple strategies, like those I teach in my new book, Money for Something.

And that?s good news ? that the majority of the benefits of investing are accessible to everybody, without needing a degree in finance.

Summarizing the basic, important points:

  • It should be a top priority for everbody?and particularly young people?to save as much as they can. The importance can not be overstated.

  • If you leave your savings in the bank, the value will, over time, become decimated by inflation. Therefore, we should all have an interest in storing our savings in something that has a good chance of at least preserving its value over time.

  • The effects of compounding are astounding. Compounding works for us and can be life-changing (in the case of long term, positive-return investments) and works against us (in the case of inflation and costs associated with investing). We should therefore try to capture the growth offered by investment markets, and we should try to minimize the costs of our investments.

  • We should always consider our savings in terms of the income they can generate.

  • Everybody should learn the basics.

AP Interview Transcript With President Obama

Question: Mr. President, thank you for the opportunity.

Obama: Good to see you.

Q. It's good to see you again.

Let's start with politics, of course. Mitt Romney is about to have the biggest political stage of his life at the Republican National Convention. What do you expect to hear from him, and how do you plan to counter it when you speak at your convention just a week later?

Obama: I suspect that we'll hear at the Republican Convention what we've been seeing in the millions of dollars' worth of ads that they're running all throughout the country. And they basically have one message, which is, the economy is not where it should be and it's Obama's fault. And there will be variations on that theme.

But I think when voters step back, what they're going to look at is who can move us forward. And we all understand that we just went through the worst recession and the worst financial crisis since the Great Depression. People understand the millions of jobs that were lost before I took office, the 800,000 jobs that we lost the month I was sworn in, and they recognize that we've started to see some progress ? 4.5 million new jobs created in the private sector, half a million manufacturing jobs, saving the auto industry.

But they also understand that we've got to do more. And so the question is: What's the recipe for long-term, sustained economic growth? And when they ask themselves that question, what they'll see is the Republicans are essentially offering the same policies that got us into this mess in the first place.

Mitt Romney is proposing a $5 trillion tax cut that disproportionately goes to the wealthiest Americans. And he will pay for that by gutting investments in things like education, infrastructure, basic science and research, voucherizing Medicare ? all to provide an average of $250,000 worth of tax breaks to people making $3 million a year or more.

And when you combine that with rolling back regulations that we put in place for reining in Wall Street, making sure we don't go through the same kind of financial crisis we went through, when you look at Gov. Romney's proposal to roll back the Affordable Care Act ? which would actually mean millions of young people would no longer have coverage who now do because they can stay on their parent's plan, or seniors having to pay more for their prescription drugs ? they're going to be pretty skeptical of that argument.

And what we're going to be offering ? and have been offering ? is a path forward that says balanced deficit-reduction, smart cuts in government programs that we can no longer afford, making sure that we're eliminating waste and fraud in programs like Medicare, but still making sure that we've got our investments in education, our investments in science and technology, investments in clean energy research, asking folks like me ? people who are in the top 1 or 2 percent ? making sure that they're paying a little bit more for a balanced deficit reduction plan but also a plan to ensure that our economy grows and that we're building our middle class.

Q. Put yourself in the shoes of an undecided voter who says: I don't have a job, I can't pay my bills, my life isn't better ? my life isn't better under President Obama. Why should that person vote for you?

Obama: Look, I hear from folks all the time who are still struggling. Even if they have a job, they are still having a tough time paying the bills. Their home may be underwater because of the housing bubble burst. They're still worried about saving for their retirement.

And so I'm the first one to say that we're not where we need to be. What I'd say to that voter, though, is who's more likely to fight for middle-class families to make sure that they've got long-term security? Is it going to be Gov. Romney and his proposals that mirror the kinds of proposals that got us into this mess in the first place ? that led to some of the slowest growth we've ever seen, jobs being shipped overseas, middle-class wages and incomes declining ? culminating in this disastrous economic crisis?

Or is it going to be a president who is interested in making sure that college is affordable for that voter's kids, that is bringing manufacturing back, that is interested in creating jobs in the clean energy sector? And that's the choice that I think that voter is going to be confronted with.

We aren't where we need to be. Everybody agrees with that. But Gov. Romney's policies would make things worse for middle-class families and offer no prospect for long-term opportunity for those striving to get into the middle class. And the policies I'm offering are ones that have been proven in the past to help middle-class families achieve their dreams.

Q. You just framed it as a choice, and of course we've heard that from you and your campaign for months. But what about the person who basically says: I gave him a chance, I hired him, I'm not happy, I might fire him? I mean, don't people make decisions that way and then decide let's give the new guy a chance?

Obama: If they saw Gov. Romney offering serious proposals that offered some sort of concrete ways in which middle-class families would be helped, then I could understand them thinking about that choice. But that's not what's happening.

Let's be very concrete about a problem we all agree needs to be resolved and that is the deficit and debt. Now, this didn't happen overnight. It happened because we had tax cuts that weren't paid for, two wars fought on a credit card and then a massive economic crisis.

What I've said is, let's reduce our deficit and debt in a balanced, sensible way. Let's make sure that 98 percent of families, folks making $250,000 a year or less, aren't seeing their taxes ? their income taxes go up a single dime next year. And I've said to the Republicans, I'm ready to sign that bill tomorrow.

Gov. Romney's approach is to cut taxes $5 trillion, but because so much of the benefit goes to wealthy individuals, independent analysts say that's going to cost middle-class families an extra $2,000 in tax burden. So you've got a very clear choice for that voter ? I've got somebody who's willing to keep my taxes low at the same time as he's able to help me afford sending my kid to college, and is going to continue to invest in things like advanced manufacturing, and change the tax code so we're not giving tax breaks to companies that are shipping jobs overseas but instead give those tax breaks to companies that are building in Cleveland and Pittsburgh and Raleigh and throughout the United States.

And you've got a guy who will end up costing me an extra $2,000 in taxes to give breaks to folks who've already done very well. And in that circumstance, I think the average American is going to say: I want somebody who's on my side, fighting for me, thinking about me.

It doesn't mean that folks are going to be satisfied with the pace that we're on. People are going to want to see it accelerated. And, frankly, we would be in a stronger position if the proposal I put forward almost a year ago that had provided help to states to rehire teachers and firefighters and police officers, and put construction workers back to work, rebuilding our roads and our bridges ? if those proposals had been put in place, we'd have an estimated additional million jobs.

The problem we've got right now is we've got a Republican Congress that is closely aligned with Gov. Romney's perspective that is blocking some of the progress that we could be making.

Q. Well, that's exactly what I want to ask you about next. Let's say you win ? okay, that's a hypothetical that you would probably buy into. But say you win, but the House Republicans win again also, a likely possibility. How is that any different from what we have now? Why wouldn't a voter look at that and say that's a recipe for stalemate. How would you do anything differently?

Obama: Well, there are a couple things that I think change. No. 1, the American people will have voted. They will have cast a decisive view on how we should move the country forward, and I would hope that the Republican Party, after a fulsome debate, would say to itself, we need to listen to the American people.

I think what is also true is that because of the mechanisms that have been set up, agreed to by Republicans, that have already cut a trillion dollars' worth of spending out of the federal deficit, but now we've got to find an additional trillion ? $1.2 trillion, I guess ? before the end of the year, means that the Republicans will have to make a very concrete decision about whether they're willing to cooperate on a balanced package.

If they don't, then I'm going to have to look at how we can work around Congress to make sure that middle-class families are protected, but that we're still doing our ? meeting our responsibilities when it comes to deficit reduction and investing in the future.

Q. But, I mean, I can certainly see Republicans, led by Speaker Boehner, saying the same thing ? the American people voted, we're back in power, too. They're not going to change their position on taxes, on climate change, on immigration. So I mean, if you could ? if I could just push a little further on that, how do you see that dynamic changing?

Obama: Well, look, there are some proposals that they put forward that we're not going to compromise on because I believe it would be bad for the country and bad for middle-class families.

I don't think it would be a good idea to pursue an approach that voucherizes Medicare and raises taxes on middle-class families to give wealthy individuals a tax break. So if that's the mandate that Republicans receive, then there's still going to be some serious arguments here in Washington.

But what I'm offering the American people is a balanced approach that the majority agrees with, including a lot of Republicans. And for me to be able to say to the Republicans, the election is over; you no longer need to be focused on trying to beat me; what you need to be focused on and what you should have been focused on from the start is how do we advance the American economy ? I'm prepared to make a whole range of compromises, some of which I get criticized from the Democratic Party on, in order to make progress. But we're going to need compromise on your side as well. And the days of viewing compromise as a dirty word need to be over because the American people are tired of it.

That's, I think, a message that will resonate not with every Republican, but I think with a lot of fair-minded Republican legislators who probably feel somewhat discouraged about having served in one of the least productive Congresses in American history.

And I hear ? not in public, but in private ? that many of them would like to go ahead and get some stuff done because they recognize that our children and our grandchildren have a stake in us being able to get this work done.

Q. Let's talk some more about Gov. Romney. What have you learned about him this campaign?

Obama: Well, I think Gov. Romney obviously has achieved extraordinary success with his businesses, and he's obviously very focused on achieving the presidency. He cares deeply about his family, and I think he cares deeply about his faith.

On the other hand, his view of how we grow an economy is just contradicted by the facts. He has embraced an approach that we tried for almost a decade, and it didn't work. And he's now looking to double down on it.

What we've also seen is Gov. Romney has not been willing to, I think, own up to some of the responsibilities that are required if you're president of the United States. So there's been obviously a lot of discussion about his unwillingness to release his tax returns. As I mentioned in a press conference on Monday, we've suggested he needs to, not because we're being mean or asking something unusual. When you run for president, you are asking the American people to put their trust in you on a whole range of decisions that are going to be really consequential for them, including over the next year issues of tax reform and how we make sure the tax code is fair for everybody.

And if you've got a precedent where every other candidate for this office has said ? here are my finances, here's how I've handled my tax obligations ? and you've got a governor who's been unwilling to do that, and the small bits of disclosure that he has put forward indicate investments in the Bahamas, or Swiss bank accounts, that indicates to me a lack of willingness to take responsibility for what this job entails.

Q. What about more personally? One of the political narratives out there is that you are specifically driven to beat him not just because of the visions and the policies, but this guy gets you going, he gets under your skin. Is that true?

Obama: No, that's not true. I think that's stirred-up Beltway discussions.

Q. So, privately, when you guys have strategy meetings, no dislike for him, no disdain for him?

Obama: I don't really know him well. I think that the big arguments that I have with Gov. Romney have to do with where we take this country forward. And it is my firm belief that somebody who wants to be president of the United States but is willing to try tax plans that won't create jobs and will definitely increase the deficit or increase burdens on the middle class, somebody who appears to have disdain for renewable, homegrown energy that has created thousands of jobs and is part of what is allowing us to reduce our dependence on foreign oil, somebody who believes that when it comes to Medicare that we should move towards a voucher system ? that he is somebody who, for whatever reason, has not offered the kinds of solutions that are going to help America be strong in the future.

And that's the kind of debate that the American people ultimately are going to be making a decision about.

Q. When you get to your debates with him, where do you think he's vulnerable?

Obama: Well, I just listed a whole range of differences and ?

Q. I mean ? I'm sorry ? specifically in the debate, that format? A lot of people are going to be paying attention to see how ?

Obama: My sense is Gov. Romney is a very capable debater. I think he did a very good job in his primary scoring points. The challenge he may end up having is the fact that some of the core arguments he's making against me just aren't based on facts.

So probably the most prominent argument that he's been making for why voters should vote for him is this notion that Obama took the work requirement out of welfare, and he'll put it back. The problem is, is that every fact-checker, every reporter who has actually looked at this says this is just made up, that, in fact, the president and his administration has been willing to say to states that want to put more people back to work, get more people off of welfare, they're willing to give them some additional flexibility, but that there has been no attempt to eliminate the work requirement.

And so if that's the central premise or the central argument that you're making and it's based on something that's just not true, it will be, I think, a little bit tougher to defend face-to-face in a debate.

Q. You must be thinking about what his motivation is for continuing to run those ads and make that point. Why do you think he's doing it? Who do you think he's targeting?

Obama: Well, I think that if you don't have a good argument for how you're going to make things better, then you stay focused on how you can discredit the incumbent. That's sort of standard politics. And I think Gov. Romney understands that if people understand his actual positions on things like tax cuts for the wealthy, or how we reduce the deficit, or his approach to Medicare, that they don't do very well. And so I think his chosen approach ? with the help of these super PACs and folks writing $10 million checks ? is to see if for the undecided voter who's feeling the pinch coming out of this recession, who's still having a tough time, whether they can get a sense, well, maybe Obama is not looking out for me.

And what gives me some confidence is I know every single day when I wake up in the morning and every night when I go to bed, the question I'm asking myself is: Have I helped hardworking people who are responsible and following the rules and doing everything they can to look after their families and do right by their communities ? have I helped them in some small way to give them a fair shot? And am I making sure that everybody is doing their fair share and following the same set of rules?

And everything that I've done over the last three-and-a-half years has been centered on those hardworking Americans who are trying to achieve the American dream. That gives me a lot of confidence going forward ? not that everything we've done has worked as fast as I'd like or exactly as we want, but it gives me confidence that we have pushed this country to start moving in the right direction and we shouldn't be going backwards.

Q. I'm getting the sign here, I'm going to try to squeeze in a couple more, with your patience.

Obama: Sure.

Q. I wanted to follow up on one other thing on Romney. One of your advisors, David Plouffe, said once that he doesn't think Romney has a core ? speaking about what he stands for. Do you agree with that?

Obama: I can't speak to Gov. Romney's motivations. What I can say is that he has signed up for positions, extreme positions that are very consistent with positions that a number of House Republicans have taken. And whether he actually believes in those or not, I have no doubt that he would carry forward some of the things that he's talked about.

I don't think that he would back off a $5 trillion tax cut at this point. He's made that the centerpiece of his economic argument. I don't think that if Congress presented him with some of the items that are in the Republican platform at this convention that would, for example, entirely roll back women's control over their reproductive health, that he would stand in the way.

He said that he would eliminate tax credits that are going to wind producers, even though we've doubled the production of wind energy. I suspect that he has to follow through on those commitments.

And so, when I look back on 2008, the promises that I made ? I said I'd end the war in Iraq; I did. I said that I'd go after al-Qaida and bin Laden; we did. I said that I'd give middle-class families a tax cut; they're paying on average about $3,600 less than they were when I came into office. I said that I would make sure that every American family has some security when it comes to health insurance; we got it done. I said that I would help young people get more affordable college, and we got that done.

So we haven't gotten everything done that I promised, but a big chunk of what I said I would do in 2008 we have done. And I've got to assume that Gov. Romney would do the same thing. And so, regardless of his motivations, the question then becomes is what he's proposing actually going to help hardworking families all across the country. I don't think they will.

If you're a voter and you believe that the biggest problem we have is that the president has put too many regulations in place to keep our air clean and our water clean, if you believe that the way to reduce the deficit is to gut our investments in education and transportation and cut taxes for wealthy individuals ? then you should feel confident that Gov. Romney is going to follow through on those commitments. I just don't think they'll work.

Q. Last one, on Paul Ryan. When you found out he was chosen as the vice presidential candidate, what did you think? Were you surprised? And do you think he's fit to be president if it should come to that?

Obama: Well, I think Congressman Ryan is very bright, he's appealing, he's got a beautiful family. And he certainly has been the ideological architect of the Republican Congress. He is one of the most articulate spokespersons for the views that Gov. Romney is promoting.

But it, again, goes back to the issues. It goes back to your policies. Congressman Ryan is somebody who has enthusiastically embraced the view that the way we should approach our challenges ? in fact, just about the only way we should approach our economic challenges ? is to drastically cut all those investments that have helped the economy grow in the past and provide massive tax cuts to folks who don't need them.

So under Congressman Ryan's original tax plan, Gov. Romney would pay less than 1 percent in taxes ? less than 1 percent ? while the average bus driver or teacher or police officer or small businessman, for that matter, would be paying a substantially higher tax rate.

And not only do I think it's not fair, but that's not how we grow an economy. When you look at the last hundred years of American history, the economy has always grown best when we grew it from the middle out and from the bottom up. If you look at the '50s and the '60s and '70s, when we had our biggest booms and greatest growth in productivity ? when you look at what happened under Bill Clinton, who had 23 million new jobs being created ? the reason was because folks in the middle, hardworking Americans, they saw their incomes go up. And as a consequence, they had more money to spend. That gave business more customers. Businesses were more profitable, and they would hire more workers.

And part of that was making sure that we had a tax code that was fair for everybody. And the times where we've had real damage done to our economy, both most recently in 2007-2008, but before that in the 1920s, was when you had a few folks who were doing really well, ordinary folks were having a tough time, there were no rules in place to make sure that people weren't engaging in reckless behavior and over time, that house of cards fell.

So this is not a situation where we haven't tried these various approaches that are being proposed. We've tried them. We've seen the outcomes. And the history, I think, is on our side.

Q. Then why do you think he chose Ryan?

Obama: Well, you'd have to ask Gov. Romney that.

Q. Fair enough.

Obama: All, right. Thanks so much.
